a number of cities have been trying to address their homelessness problem by...shipping them to other cities. the existence of these programs is hardly a secret--but the auspices under which they're operated have been less clear. the guardian's 18 month investigation can be seen here.

commentary: this smacks of a small program politicized into an accounting/PR trick.
